Post-Season 8U, 10U, 12U and 18U All-Star Team Commitment Agreement

Dear FGSA Player & Parents:

FGSA is excited to be offering an additional element to our girl’s softball program. As recognition for exemplary play during the regular season, our league will be forming post-season All-Star teams to compete in two tournaments in June. Teams will be formed in the 8U, 10U, 12U or 18U age divisions. Selection to the teams will be based on a player’s performance throughout the regular season and will be made by a documented selection process conducted by each of the age division team managers. Teams will be formed by the end of the regular season and are expected to be in place by May 24, 2010.

Being selected for the All-Star team is recognition for the player’s outstanding play and attitude throughout the regular season. It also requires an additional level of commitment. By completing a commitment registration, you are committing to the following:
Ø      Three to four practices per week for 4 weeks (June 1 through June 27)
Ø      Two Tournaments are currently planned (FGSA All-Star BASH Tournament/Bealeton June 26-27, 2010 for all four age groups and the FCGSL NOVA All-Star Tournament/Fairfax June 19-20, 2010 for 10U, 12U, 18U, and the Queen of the Machine June 19-20, for the 8U) (Dates listed for tournaments are subject to change)
Ø      Providing a copy of the player’s birth certificate

FGSA will purchase a uniform for each All Star player, pay sanctioning and tournament fees for the June tournaments. Transportation and meals are the players’ responsibility.
Ø      Any additional tournaments that the All-Star managers and parents may choose to attend, beyond the above mentioned will be funded by:
o        the parents of the all-star players or
o        the all-star parents fund raising or
o        the all-star parents obtaining additional sponsors
Ø      Expenses while out of town at a tournament –transportation, meals and lodging (If the coaches and parents choose to go to an out of town tournament) are the parents/players responsibility.

For a player to be eligible for the All-Star selection process, a commitment registration must be completed by the player and parents no later than May 9, 2010.

Commitment Letters          Distribute letter/email by April 4, 2010 to all players/parents with a required commitment agreement registration date of May 9, 2010. Registration is online at www.FauquierGirlsSoftball.com. Click on Register Online and then register for All-Star Commitment Registration.    There is no cost to register for this program, however there are time commitments.

Commissioners      Ensure that all teams are notified of the process and that the information is disseminated.

Process Selection Date    May 17-19, 2010 are the selection dates for the 8U, 10U, 12U and 18U All-Star nomination process. Times and locations will be published at a later date. All Division Team Managers (preferable) or their representative (assistant coach) will attend to ensure their team members are adequately represented. Only one representative from each team will be admitted to the process.

The All-Star Team Manager is established prior to the process selection. Managers interested in coaching a Fury All Star team must email their intention to the All-Star Director by April 17, 2010.

Practice fields The league will determine which times/days practice fields are available. All-Star Manager’s will select fields and practice times based on availability.

All-Stars

Following the regular spring season, FGSA supports post-season All-Star teams in the 8U, 10U, 12U and 18U age divisions to compete in northern Virginia tournaments during June. The league will provide each All Star player a uniform, pay sanctioning and one tournament fee along with complimentary participation in the 3rd Annual Summer All-Star Bash.

The league’s objectives for the All-Star program:
Ø      Recognized those regular spring season players for outstanding play, positive attitude and who accept this additional level of commitment
Ø      Provide those selected players an opportunity to compete against higher skilled teams through tournament play
Ø      Expand our leagues Mangers/Coaches experience
Ø      At a minimum financial cost to the players and managers/coaches

Note: Any additional tournaments that the All-Star managers and parents choose to attend will be funded by:
a.      the parents of the all-star players or
b.      the all-star parents fund raising or
c.      the all-star parents obtaining additional sponsors
Note: Incidental expenses while out of town at a tournament – transportation, meals and lodging (IF the coaches and parents choose to go to an out of town tournament) are the parents/players responsibility.

All-Star Team Selection

The selection process is run by the All-Star Director. The selection process will identify 12 players from each division establishing an All-Star Team. Only team managers, or their designee, have a vote in selecting the All-Star Team.

Selection Process

1)         Process begins with a Nomination phase. Each team manger/coach can nominate an unlimited number of players (from their own team or from a team within their division) as long as the player is registered in the All-Star Commitment Registration. The Team Manager may provide any appropriate information about each player (positions played, statistics/performance, attitude, etc) during this phase. Each nominated players name goes on the ballot.

2)         Selection phase is next, with each Division Team Manager, or their designee, selecting/voting for 12 players listed on the ballot. A team manager may only select/vote for a player once so when they have completed the ballot, they have selected/voted for 12 different players. This is done in secret. The All-Star Director will collect all the ballot sheets once all the managers have completed their ballots.

3)         The Tallying phase is done by the All-Star Director. On the first review, the director will tally and record the number of votes each player receives from the selection phase.  The director will rank order from highest to lowest the number of votes each player receives. The director will cut the list below the 12th ranked player.

There is a possibility for additional secret voting – Players receiving the same number of votes i.e. there is not a clear top nine and/or there is a tie among player 10-12 and/or there is not a clear top 12. If there is a clear top 9 players in the ranking, ties among those players will not be re-voted.

The director will first work down the ranking until there is a clear top 9 and then until players 10-12 are ranked. There can be no ties between players 10-12.

The director will identify which players need to be re-voted on due to a tie. Once those players have been identified, each team manager will have the opportunity to provide additional comments regarding each player. The same selection and tally phase are use again.

An example for if there is not a “clear” top 9 ranking, if there is a tie among players 8, 9, and 10, only those players that are tied will be included in additional voting. The players who are above the 8th ranking are now fixed and not re-voted. Once the re-voting has taken place and there is a clean ranking among 8-10, those ranking are fixed.
An example for if there is not a “clear 10-12 ranking, if there is a tie among players 11, 12, and 13 only those players that are tied will be included in additional voting. The new voting establishes the new ranking from 11 -12.

This process continues until players 1-9 and 10-12 have been identified. If the team managers can not break the tie in ranking of the players, the division All-Star manager will decide the final ranking/position among the tied players.

The top 9 ranked players are selected for the all-star team.  The next three ranked players (10-12 in order) are listed as pre-selected.

4)         The Final phase is done by the division All-Star Manager. League travel team players, who are participating in regular season spring ball and have completed an all-star commitment registration, ARE eligible for this phase of the process. The division All-Star Manager determines, based on the 9 players selected, if league travel team players are needed to complete the roster. The division All-Star Manager may select 1 to 3 travel team players based on specific positional / skill needs to round out the team. If the All-Star Manager selects less than 3 travel team players, then in order, pre-selected players (ranked 10-12) are added until a total of 12 players are on the team roster. If no travel team players are needed, the pre-selected players (ranking 10-12) selected in the tallying phase are added to the team roster.

5)         The All-Star Manager will contact the selected players within 24 hours after the final selection is made.

Any recommended changes to this process have to be submitted to the All-Star Director.   (Mark Whitley, )
